Preheat oven to 375°F. Lightly spray a 9x13-inch baking dish with non-stick cooking spray.
Cook penne pasta according to package instructions until al dente. Drain and set aside.
In a large skillet, cook the ground beef over medium heat until fully browned. Drain grease.
Add marinara sauce to the cooked beef. Stir in garlic powder, Italian seasoning, salt, and pepper. Let simmer for 5 minutes.
In a large mixing bowl, combine cooked pasta with the meat sauce, cottage cheese, and 1 cup of mozzarella cheese.
Pour the mixture into the prepared baking dish and spread evenly.
Top with remaining mozzarella cheese and sprinkle Parmesan cheese on top.
Cover with foil and bake for 25 minutes. Remove foil and bake for an additional 10 minutes until the cheese is bubbly and golden.
Let it cool for 5 minutes before serving.
