Preheat the oven to 350°F (175°C) and prepare two 9-inch round cake pans.
In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
In another bowl, mix the eggs, milk, oil, and vanilla extract until well combined.
Pour the wet ingredients into the dry ingredients and mix until just combined.
Fold in the chocolate chips and chopped pecans gently into the batter.
Divide the batter evenly between the prepared cake pans and smooth the tops.
Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
Allow the cakes to cool in the pans for 10 minutes, then turn them out onto a wire rack to cool completely.
Once cooled, drizzle the caramel sauce over one layer and sprinkle half of the pecans.
Place the second cake layer on top and cover the entire cake with the remaining caramel sauce, then garnish with the rest of the pecans.
For the finishing touch, sprinkle extra chocolate chips over the top if desired.
Slice, serve, and enjoy your Chocolate Turtle Cake with friends and family!
