Preheat oven to 375°F. Lightly spray a 9x13-inch baking dish with non-stick cooking spray.
In a large skillet, cook ground beef over medium heat until browned. Drain any grease.
Stir in marinara sauce, garlic powder, Italian seasoning, salt, and pepper. Let it simmer for 5 minutes.
Spread a thin layer of meat sauce on the bottom of the baking dish.
Layer half of the frozen ravioli over the sauce.
Spread cottage cheese evenly over the ravioli.
Top with half of the mozzarella cheese, then spoon more meat sauce over the top.
Add remaining ravioli, then cover with the rest of the meat sauce and mozzarella.
Sprinkle Parmesan cheese on top.
Cover with foil and bake for 30 minutes. Remove foil and bake another 10–15 minutes until bubbly and cheese is golden.
Let rest for 5–10 minutes before serving.
