Preheat oven to 350°F and grease a 9x13 baking dish.
In a skillet, cook ground beef and onion over medium heat until beef is browned. Drain grease.
Stir in both soups, milk, garlic powder, paprika, salt, and pepper. Mix well.
Add cooked rice and 1 cup cheddar cheese. Stir until combined.
Pour mixture into the baking dish, spread evenly, and top with remaining cheese.
Bake 25–30 minutes until bubbly and cheese is golden on top.
Serve warm with a side salad or veggies.
