In a large mixing bowl, cream the softened butter and Parmesan together until light and fluffy.
Add the rosemary, salt, black pepper, and baking powder to the mixture, then blend well.
Gradually add the flour, mixing just until the dough comes together.
Turn the dough onto a lightly floured surface and roll it out to about 1/4-inch thickness.
Cut out desired shapes using a cookie cutter or knife, and place them on a baking sheet lined with parchment paper.
Bake in the preheated oven for 15-20 minutes, or until golden brown.
Remove from the oven and let cool on the baking sheet for 5 minutes before transferring to a wire rack.
